NOAA satellites aid in the rescue of 207 people in 2011

NOAA’s polar-orbiting and geostationary satellites are part of the international Search and Rescue Satellite Aided Tracking System, called COSPAS-SARSAT. This system uses a network of satellites to quickly detect and locate distress signals from emergency beacons onboard aircraft and boats, and from smaller, handheld personal locator beacons called PLBs.

Of the 207 saves last year, 122 people were rescued from the water, 14 from aviation incidents, and 71 in land situations where they used their PLBs. Other rescue highlights from the year include:

  • Alaska had the most people rescued on land last year with 39, followed by Florida with 11, and California with 8.
  • NOAA SARSAT played a critical role in the rescue of a group of student hikers from a grizzly bear attack in Alaska by directing first responders to the scene.
  • In the pitch of night, two people were rescued from a life raft after their boat sank 140 miles off the coast of Marco Island, Fla.
  • An elderly hiker was rescued 74 miles south of Colorado Springs, Colo., during a heavy snowstorm.

“With each rescue, this system performs the way it was intended — as a real, life-saving network,” said Chris O’Connors, program manager for NOAA SARSAT.

When a NOAA satellite finds the location of a distress signal, the information is relayed to the SARSAT Mission Control Center based at NOAA’s Satellite Operations Facility in Suitland, Md. From there, the information is quickly sent to a Rescue Coordination Center, operated by either the U.S. Air Force for land rescues or the U.S. Coast Guard for water rescues.

Since 1982, COSPAS-SARSAT has been credited with supporting more than 30,000 rescues worldwide, including more than 6,700 in the United States and its surrounding waters.

By law, owners of emergency beacons are required to register them with NOAA at:  http://www.beaconregistration.noaa.gov. That registration information often helps provide better and faster assistance to people in distress. It may also provide information about the location of the emergency, how many people need assistance, what type of help may be needed and other ways to contact the owner. At the end of 2011 NOAA’s registration database contained over 329,000 registrations.

Recommendations included introducing a licence or certificate showing those in charge of recreational boats met education standards, that legal alcohol limits were set, and that Maritime new Zealand, along with the National Pleasure Boat Safety Forum and the new Zealand Jet Sports Boating Association, introduce a campaign for the voluntary wearing of helmets in high-risk activities.

but Maritime new Zealand chairman David Ledson said introducing a compulsory licensing or registration system was not necessarily the most practical way to reduce boating fatalities.

“Maritime new Zealand does support strict regulations for boaties and for anyone who goes to sea, and we’re working with people to get in place regulations that are practical and effective,” he said.

“This has been looked at over a number of years and there are some issues with it, but at the end of the day, things are consistently reviewed.”

Maritime new Zealand’s Boating Safety Strategy 2007 says licensing and compulsory education might have prevented 12 per cent of fatalities that happened between 2000 and 2006, while just 3 per cent of fatalities could have been prevented if the boat involved had been registered.

Overseas experience indicated that compulsory licensing or registration did not necessarily have a significant impact on changing behaviour, mr Ledson said.

“I’d hesitate to say (Maritime new Zealand’s education programmes are) sufficient, but what I would say is that Maritime new Zealand is committed to doing what it can to implement an effective education programme as part of its overall safety strategy.”

Women of Mystery: Tuesday Twosome

I’ve been reading D.C. Dead by Stuart Woods this week and found he used coincidences at several points to move the story along. Most editors say that a no-no for novels, but I disagree. They happen in real life, and we should be able to use them in stories.

As an example, there was a story in the news about a family vacationing in Honduras and their sightseeing plane crashed. It went down beside a leisure boat and the passengers dove in to help rescue the plane’s occupants. They needed immediate medical attention and another boat came by that happened to have two doctors on board, and they began treating the victims immediately, saving their lives. Coincidence, maybe; a miracle, yes!

Here’s one of Stuart’s scenes. Stone Barrington and Dino Bacchetti are in D.C. to investigate a murder at the behest of the president and his wife. They’re examining the year-old crime scene for the first time:
Stone followed her gaze. Dino was standing next to a flower bed, holding a flat piece of granite. “What have you got there, Dino?”

   ”The murder weapon, I think.” He walked over to where Stone and Fair stood. “It’s an edging rock, and it was out of line with the others. It appears to have blood and hair on it and what looks like a lipstick smudge.” He pointed to the smear of pink.   ”And it was still there after a year? And with blood, hair, and lipstick on it?”   ”It was stuck in the ground,” Dino said, “under a bush. Evidence can sometimes last like that.”

Later in the story, they take a break to visit the Air and Space Museum at the Smithsonian when they’re interrupted by a call informing them a murder victim’s cell phone is live:

   ”Let’s see. It’s moving right past the Smithsonian Institution right now. Seems to be stuck in traffic outside the Air and Space wing.”   ”Holy shit! That’s where we are!” Stone grabbed Dino’s arm and ran for the door. “Come on!”

Highly unlikely? Sure. Believable? Absolutely.
